SwitchDin submission to Minnesota PUC in regards to the role of third-party aggregation

SwitchDin strongly supports the Minnesota Public Utilities Commission’s proposal to allow aggregators of demand response to bid into organized markets. The proposal would benefit customers, improve management of the grid, and help Minnesota achieve its goals for reliability and sustainability using proven, cost-effective solutions.

SwitchDin’s key recommendations are that the Commission should:

  • Permit VPP operators to bid demand response and exports from aggregated DER into markets,

  • Require utilities to create tariffs to incentivize flexible demand and exports from DER, and

  • Put in place consumer protections for customers of VPPs.
